    YOUR PROPOSED 28th Amendment doesn’t have sufficient detail to become an amendment; besides, do you think Congress will shoot themselves in the foot with such an amendment? What IS needed is http://www.tinyurl.com/stop-corruption — a proposed amendment with teeth in it, to be proposed by We The People and ratified by 38 of the 50 States to become High Law.
